Repro steps:
1.Create a LXC Basic zone with one host
2. Once zone is up and SSVM are running add another host to the cluster
Bug:
Primary storage is not mounted on the host added later in step 2
Expected Result:
primary storage should be mounted on all host as and when they are added to
cluster
high impact when launching vms using affinity and anti affinity groups
