REPRO STEPS
==================
Try to create a new network offering
Select VPC
Select any service like DHCP
Uncheck VPC
Now we can select "VR Service offering"
Select VPC again, now we cannot select "VR Service offering"


EXPECTED BEHAVIOR
==================
With VPC enabled network offering we should be able to select VR Service 
offering"

ACTUAL BEHAVIOR
==================
With VPC enabled network offering we are not able to select VR Service offering"
