Repro steps:
1. Create a LXC advance zone setup with one LXC cluster
2. When system vms are up .add one more KVM cluster
3. Put LXC host to maintenance
Bug:
System VM is not coming up on KVM cluster
Expected result:
System VMs should come up on KVM cluster
Ms log shows :
Cluster: 2 has HyperVisorType that does not match the VM, skipping this cluster
which should not be the case in case of SSVM and CPVM
