Bug https://issues.apache.org/jira/browse/CLOUDSTACK-7228 has been filed to fix
the test script. Bug https://issues.apache.org/jira/browse/CLOUDSTACK-7310 has
been filed to fix the CCP API Code to not allow any Users do such an operation.
Though the two bugs are related to the same component, they are not duplicates
as they are addressing two separate issues. Reopening this bug to address CCP
API Code,
