Problem:

Hypervisors other than XenServer/VMware don't support "Change Service Offering"
while systemVM/router is running.
Proposed Solution:

Hide "Change Service Offering" option for hypervisors other than
XenServer/VMware while systemVM/router is running.

i)
UI > Infrastructure > "System VMs" or "Virtual Routers" > detailView
Expected result:

"Change Service Offering" option is hidden for hypervisors other than
XenServer/VMware while systemVM/router is running.
