Daan Hoogland closed CLOUDSTACK-4085.

some gotchas: private gateway networks are guestnetworks and share some
functionality with those. In these cases we would want gateway/route/endpoint
for routing. The private gateway table (vpc_gateways) needs to be updated for
that, modelled after network_acl_item_cidrs extended with routes.
