1. Cluster C1 has primary PS1 and C2 -primary PS2.Also added one zone wide PS
PSZW.
2. Deployed a VM with data disk under cluster1.
3. Stopped the VM.
4. Fired the API for migrating the root/data disk from PS1 to PSZW.
Migration of root/data from cluster wide to zone wide and vice versa should
fail as there is a scope change.
