storage, start VM is not running the VM with root disk from new storage.

Environment: 1zone ,1pod, 2 clusters with ESXi HV each cluster wide
primary storage.

Fix For: 4.5.0
1. 2 clusters C1 and C2 with PS1 and PS2(cluster wide both)
2. Deploy a VM with data disk under cluster C1.
3. stop the VM and detach the data disk.
4. Migrate the root volume to PS2.
5. Start the VM.
Observed :
Initially vm deployment failed and then root volume migrated back to PS1 and
then VM started.
Observed the following in MS logs:

exception, caused by: com.cloud.exception.ResourceUnavailableException:
Resource [Cluster:1] is unreachable: Root volume is ready in different cluster,
Deployment plan provided cannot be satisfied, unable to create a deployment for
VM[User|i-2-59-VM]
