I'm unable to reproduce this bug.
Please provide:
(1) database dump (against 4.5 release).
(2) steps to reproduce:
e.g.
(i) log in as admin/password
(ii) click Templates tab
(iii) click Register Template button
(iv) choose "All Zones" in zone dropdown.
