Deploy VMs: CentOS 6.5 CLI mode, EN-Win7x64, SC-Win8.1x64

Repro Steps:
1. Setup with latest 4.5 code.
2. Bring a CentOS 6.5 CLI VM via Add Instance; Bring the other Windows OS VM
via Add Instance.
3. Access both the VMs via Console Proxy from the a physical client machine
connected to US 101 Keyboard. Choose “Standard (US) Keyboard” Layout in VNC
Proxy.
4. Hit all the keys with US 101 keyboard on vi editor/Notepad
Expected Result:
All the keys should work fine.
Actual Result:
Both in CentOS CLI mode and in Win7/Win8.1 VMs, the Numeric Del. key has an
unexpected double output.
Browser Info:
IE/Firefox/Chrome/Safari -> Fail
