Description:
We need mechanism to define network throttling rate on Virtual Router Public
NIC that is different from rate on other private NICs - currently when defining
Network Throtling rates on guest network - all VR's NICs get this same rate.
We need implementation, that enabled to (?not) throttle network between private
interfaces, but again to enabled throtling only on Public network with
dedicated rate.
Also, it would nice to make it possible to change network rates in GUI, once
the network offering is created (instead of hacking the database)
