look at API doc for create service offering:
http://cloudstack.apache.org/docs/api/apidocs-4.3/root_admin/createServiceOffering.html
You can see "iscustomized" option
In change service offering:
http://cloudstack.apache.org/docs/api/apidocs-4.3/root_admin/changeServiceForVirtualMachine.html
you see "details" that you can set amount of ram and cpu.
