Repro Steps:
1. Setup basic environments as normal.
2. Open a browser, log on Web Console. Go to Templates -> Register template ->
Choose VMware as hypervisor -> Focus on Keyboard type drop-down list.
Expected Result:
There should be US, JA, UK and SC keyboard options.
Actual Result:
Only list US and Japanese keyboard options, miss the SC and UK keyboard
options.
