Interesting stuff here - for me, when this happens, it was enough just to
reboot VM, and it will fetch the password that was obviously generated in the
meantime, and there was a coresponding line in the /var/cache/cloud/password
(first VM start - no line in VR, reboot VM, and the line was created in the
meantime...)
