VPN Gateway don't create when create Site-to-Site VPN for the 1st time and
selected yes to create the s2s gateway
1. Created Project
2. Created VPC under the Project
3. Created Tier under VPC
4. Clicked on Site-to-Site VPN
5. Selected yes to create the s2s gateway
Expected Result:
VPN Gateway created and visible
Actual result :
I reach Router - Site-to-site VPNs configuration page, but VPN gateway is not
created
