I created new sub-domain account, Then set limit on primary storage to 50 GB.
Then logged into via that domain-admin account. Tried to create first instance
and gave primary storage of 200GB. Cloudstack successfully created instance.
Instead it should have thrown error that resource limit is exceeded.
where as after instance was created if i add more volume then it throws error
that resource limit is exceeded. Why it didn't gave error at first attempt ?
