During attaching volumes, the VM can be stopped by user, especially when 
attaching volumes takes a lot. Therefore, CS should be able to attach volumes 
to the Stopped VM even though the VM was running at the beginning of attaching 
job.
Should check the current status of VM at last moment , do not looking for 
un-existed VM on host in order to attach volumes to it, which is casing the job 
failure finally. Just update DB and say the job successful.
