experienced on 4.5, still the same behavior.
Although changing the account_id by the account owning the VPC inside the
project instead of using the domain_id results on seeing the vpn-gateway
count. and the same problem persist on the s2s_vpn_connection, need to update
the account_id. But the VPN connection does work.
