from the message "Unable to get a management ip addressScope=interface 
com.cloud.dc.Pod; id=1" looks like the private address pool in full

As workaround, set nic_id, reservation_id and taken to NULL in 
op_dc_ip_address_alloc table (of course take table backup before doing this)
