In my testing, it seems that it might be less intrusive and easier to just not 
add the cgroup setting in /etc/libvirt/qemu.conf during agent install (delete 
the line from the python setup scripts). The cgroups get applied anyway on EL7 
by libvirt/systemd-machined when supplied in the xml, so no need to explicitly 
request it of qemu.conf. We've spent so much time monkeying with the cgroups 
and configuration management that it might be a bit intrusive to try to remount 
things manually via this script.
