[~wilder.rodrigues] Wilder, I tested it for 4.5/master seems like it does not 
work, along with the "blacklised.routes" config that is too defined as a Zone 
level config. There are no scope settings in Config.java now. On a fresh 
deployment the configuration's scope value is NULL.
