[~koushikd] - I found that this was tried to be fixed in 4.4 (CLOUDSTACK-6139),
so I fixed in 4.5:

If it's well tested, please consider using Github PR and backport to 4.5 since
we already support this in 4.5.1.
Is n't just making the systemvm.use.local config at zone level enough using
ConfigKey, or it's mostly the refactoring you did in the commits? Lastly,
should we have a flag to tell us whether it's local or shared, instead of
relying on the name to have a -Local substring?
