When an IP is stuck in a releasing state for an account's network, ACS is
unable to create any new virtual machines for that account until the IP is in a
valid state.
Releasing IPs should be a background process that does impact future processes,
this should not be a blocking state for creating vms.
To temporarily fix this issue, we manipulated the DB to mark the IP as assigned
to the network.
