Create template 1 with name as Sample and Displaytext as SampleText. Creating
template 2 with either name or Displaytext same as Template 1 fails with no
correct status.
After this, any furthur creation of templates do not go thru and only after the
cloudstack-management server is restarted, can these stuck templates be
deleted. In the meantime, the cloudstack-management becomes useless.
