Did some investigation but haven't found the time to fix this as some other
issues came by last week. The problem is that the Remote Access VPN is not
handled in the Python code on the VR. We need to implement it and add tests.
Basically this means looking at the shell script that used to do the work, then
implement that in the Python code.
