Summary: Unable to download Template , when in Multi zones

Set up a Multi Zone Environment.
Register a Template in ALL Zones or Copy the template across zone.
Ensure that template copy fails for the 1st Zone.
Click on Download Template.
Observation :
Template download fails with message : The TEMPLATE has not been downloaded.
Note :
In the below mentioned screen shot ,
if zone2 is in Ready and Z1 is not ready then we are able to download the
template.
If we delete the zone2 which is not in Ready state , then we are able to
download the template.
