The VPC router was broken after the fix applied for PR #765 resulting in 2
exceptions in the test_vpc_routers.py:

It has also been reproduced manually:
1. Create a VPC
2. Add tiers/VMs/Public IPs/PF rules
3. Stop the router
4. Start the router
Router won't start due to "no route to host error"
