REPRO STEPS
==================
1. Create a VPC with
i) Super CIDR for Guest Networks: 192.168.1.0/24
2. Create network "HTTP Server"
i) Network Offering: DefaultIsolatedNetworkOfferingForVPCNetworks"
ii) Gateway: 192.168.1.6
iiI) Netmask: 255.255.255.248
3. Deploy 4 VM instance succeed, unable to create 5th vm.
If we set Gateway to 192.168.1.1, it works fine.
Root Cause:
===========
CS is not allocating the first IP address in the CIDR to guest vm. It treats
that IP address as gateway IP address.
