We can't create multiple "Guest Networks" with same VLAN ID in the same zone on
different "Physical Networks".
I get this message then I try:
There is a isolated/shared network with vlan id: <VLAN ID > already exists in
zone <Zone ID>
We had added that feature and it was working in 4.1+, but
apparently there is a regression. There's no reason the same VLAN ids can't
be reused on different physical networks
