it will include the following changes:
(1) list ALL/Allocated/Free Ips in shared network
(2) list all available ips when acqure a new public ip address (for isolated
network)
(3) list available ips when acquire secondary ips (for shared network)
(4) list available ips (on shared network) when update vm nic ip. (related to
CLOUDSTACK-9051)
