As per on below link doc PVLAN setup is not working on the CS 4.5.2
https://cwiki.apache.org/confluence/display/CLOUDSTACK/PVLAN+for+isolation+within+a+VLAN
let this will be updated on upcoming version 4.5.3 and 4.6.1
