Repro Steps:
===========
1. Setup basic environments as normal.
2. Open a browser, go to Web Console.
3. Go on "Templates" on left panel, register a win7x64Sp1 ISO.
4. Go on "Instances" on left panel, add a new instance by ISO in step3, choose
the type Keyboard language, the name is localized.
5. Tap on Quickview of the new instance, click on "View console".
6. Check the type keyboard language in instance console.
Expected Result:
