@syed can you provide details for how to add `ike-scan` in order to run the
test and verify via CI? Not sure how I feel about adding a test that can't be
run without modification to the setup. Is it the management server that needs
`ike-scan`? If so, that is easier to handle...
Also, can you repush this or close and reopen?
