Creation of persistent isolated networks is being restricted (isolated network
offerings with isPersistent flag set to True).
In master, isPersistent flag in the network offering is used as a check to
determine whether the network offering is for VPC tiers (or) isolated networks
as same services provider name "NuageVsp" is used for both isolated and VPC
network offerings.
