In the UI, the main Admin account is given the UI element to resize a root
volume. However, Domain Admin and User accounts are never given the UI element.
The UI element should appear with "Download Volume" and "Create Template" UI
elements when the instance the volume is attached to is stopped.
Utilizing the API, Domain Admin and User accounts are able to successfully call
resizeVolume.
This is quite limiting, as it is preferred to deploy minimal templates that
users can then expand as needed.
