Till ACS 4.5 association of first IP and last IP is handled specifically to add
and delete routing tables and its entries and corresponding ip rules.
>From 4.6, only routing tables, ip rules are added but never get deleted even
>last IP from the interface is deleted.
Leaving stale configuration, conflicts when same device/interface is associated
with public IP from different range hence messing up with routing.
