Tests also fails to distinguish between the VLAN that are in use or not. Test 
conveniently uses plan from the zone VLAN range, but when a clan is used with 
createPrivateGateway API, there is no information in the CloudStack that tells 
that this VLAN is in use.

So test_privategw_acl.py, has four tests, which may end up using same VLAN, and 
due to bug CLOUDSTACK-9540 results in test failures.
