While running the smoke tests for redundant VPC VR , test_vpc_redundent.py as
part of smoke tests cleanup "PR #1692: Fix Smoke Test Failures" following
symptoms were observed based on the test failures.
When master VPC VR is shutdown, backup VPC VR never becomes master and gets
stuck in 'UNKNOWN' state.
Backup VPC VR becomes master, but gateway on the guest network associated with
VPC never gets associated on the backup VPC VR when it becomes master hence the
outbound and inter tier connectivity is lost to guest VM's.
