Management server fences itself when the DB is disconnected, specifically when
the MS cluster info is being updated in DB.
In case the DB is active but require host flushing or when it has ran out of
the connections MS will not fence.
This causes MS to run into issues and is potentially dangerous. In one instance
it caused severe outage in production DC.
