6 out of 12 internal Lb rules with same source ip were added to internal LB 

steps to reproduce:
1. create 12 rules concurrently with same source ip address
2. assign 12 rules to a VM concurrently
actual results:
6 rules are added in haproxy out of 12 
expected results:
all 12 rules should be added
