As CLOUDSTACK-9569: add router.aggregation.command.each.timeout to
agent.properties
was introduced, now VR is no longer spawned in time and is stopped.
Looking into the code the value of 10 minutes (600 seconds) is most used.
The default value of router.aggregation.command.each.timeout should be changed
from 3 seconds to 600seconds.
