Please refer to
component/test_portable_ip.py::test_list_portable_ip_range_non_root_admin
The test steps:
# Create new network 1 and associate portable IP 1
# Have at least 1 VM in network1
# Create a new network 2 and at least 1 VM in network 2
# enable static NAT on portable IP 1 with a VM in network 2
# SSH to the VM in network 2
Where SSH fails.
