When an agent is put in maintenance mode, and the corresponding host is
recreated from scratch, the startup process isn't complete since the command to
create the SSH key `id_rsa.cloud` and its corresponding public key is not send
to the agent. Therefore, when the agent is removed from maintenance, the keys
are missing. The workaround is to restart the agent again.
