   @borisstoyanov thanks, with embedded Jetty until the management server 
starts the embedded Jetty server does not start to listen on http/https ports 
which is why you get connection refused quite promptly.
   Have you also performed in-place upgrade tests, i.e. say upgrading from 
4.9.3 to 4.11/fatjar? We can leave reviewing other PRs until this is well 
tested and merged first. Thanks again.
