Description:
Right now ACS supports cores limit and memory limit for accounts and domains,
but an administrator could like to use additional synthetic parameter "Total
MHz" which enables additional accounting for VM instance resources of account
or domain.
Resource amount is calculated according to the formula: vm_cores_count x
core_frequency
Account and domain receive new resource limit parameter: Total MHz
