RWLock implementation can not transfer locks

Currently, our ResourceRWLock is not able to release locks of threads other
than the current one. Additionally, it is not possible to transfer locks
belonging to one thread to another. This is important both for a more
reasonable timeout and deadlock policy as well as an XA implementation.
