Hi James,
Unfortunately Commons does not permit any releases from the Sandbox - so this
is not possible. The idea behind the Sandbox is its a place where work can
start on a new component and many of these efforts fail. If there is sustained
commitment and activity behind a Sandbox component then we hold a vote to
promote it to become an "official" commons component. Once that happens then
releases are allowed.
I've not been involved with CSV - but interest seems to have waned, so I would
be surprised if it comes out of the sandbox any time soon. Hopefully someone
involved with it can give you a better idea of the state of play though
