I couldn't find anything on discovernetwork.com that talked about prefixes.
There are references on various sites regarding 650 prefix in 2006 and 65
prefix in 2007. For example

However I have no idea whether these are "unimpeachable references" - so atm
I'm inclined to back this change unless someone can provide an reference that
appears to have some authority.
