This is a large enough code contribution that it invokes incubator IP clearance
(see http://incubator.apache.org/ip-clearance/index.html). A vote has taken
place on the commons developer mailing list and has passed--we will accept the
submission, contingent on IP clearance of the incoming code and resolution of
any JAXP licensing issues internally (this will be most easily resolved by
asking the right questions of the Xerces-J folks, I expect). The vote thread

For now I am going to move the target for this to JXPath 1.4 as well; I'd like
to push 1.3 out the door before tacking this on.
