Attached is an improved version of the VMS Parser with permission support,
including test cases.
All test cases are green for me on WinXP with Java 1.3, 1.4, 1.5 and 1.6 --
even the functionalTests that are disabled for ant in the build.xml (I'm
running the commons.net.AllTests directly from Ecipse with JUnit3 TestRunner).
